Network Priority?

Right, so recently me and some friends moved into our new university house. During the day a lot of us are using the internet a fair bit.

We have a virgin 20mb connection which shared between 6 people is usually perfectly adequate. However one of my housemates has decided its fine to download at 1.3mbps or similar during the day, leaving the rest of the house with feeble internet which can barely stream video, etc. We've tried talking to him saying its not acceptable, but he won;t listen.

So rant over, i was just wondering if there is any software or hardware solution to gaining priority over his traffic? or even a solution to cap his download/upload.

From what i can tell its not supported :(

You could setup a smoothwall or an ipcop machine, use the linksys as a switch but use the smoothwall/ipcop box for dhcp/packet shaping etc...

Do you have a spare pc?
