Distance from router? - has the router/wireless AP been moved (even slightly)? - something put in between the pc and the wireless Access point?

This would decrease the speed it operates at.

Majority of wireless applications will now rate adapt to the best speed possible by both sets of equipment, so it sounds as though there is something preventing 54mbps speeds, so has rate adapted you down to 11mbps.

If one device is set to 802.11b or 11mbps then all other wireless devices will be reduced to that rate. There's no harm setting your wireless to 54mbps, most applications adapt to the best available rate anyway much the same as 'use best rate' does.
