tbh i'd go for 15"s. 16"+ may require arch work and would also probably require lowering unless you wanted your car to look like a 4x4 (as well as making it accelerate slower).

you'll want a lower profile if you're fitting bigger rims to keep the overall size of the wheel roughly the same.
165/70 = 115.5mm tyre width. On 13" rims that gives a wheel diameter of 3481mm.
So on a 15" rim you'll need some seriously low profiles, in fact its gonna be out anyway as the rim size > the size of the overall 13" wheel + tyre.
Wheel and tyre packages often aren't worth it and tend to be crap quality. Thought about shoving some 106 gti rims on or something? Might look a bit better.

I had 195 / 40 / R16 on my saxo, 6.5" rims only just fit under the rear arches and had no scrubbing with 1 person in the back, load it up with two and your in trouble, get some good rubber and the car will grip like mad but be warned that extra weight and friction on the front caused my PAS pump to start grinding.

Yep, might be worth going for 185 tyres with the correct side wall height, they will be less likely to scrub (since the scrub point is the inside arch wheel liner) 15" will fit fine provided you get the correct offset.
Have a look at some Fox Racing wheels, good price some nice styles and i found the offsets for citroen fitment very good.

got 17's on my golf
cant really notice the acceleration difference but it does look like a 4x4
abit too much hassle to get it lowered tho, no idea what i'd be doing
not sure i've got muich choise lowering wise, the wheels fill the arch 205/45/17's

Whereas if you had 15" rims, you could have it at a "proper" (
) ride height...It looks a bit semi-donk there.
