New AM5 build lagging

My new build is lagging randomly. On random boots, the mouse lags a lot, especially when opening programs as if the resources are overwhelmed by opening e.g. firefox. When this happens, the system will eventually restart randomly and then it will be all fine.
Hard to troubleshoot as it happens on some boots only. It's definitely not the mouse as it happens with a different mouse too.
GPU: PNY 5070 Ti OC
CPU: RYZEN 9800x3d
Motherboard: MSI X670E GAMING PLUS WIFI
BIOS Version: 7E16v1B
RAM: 32GB
PSU: CORSAIR RM850X
Case: FRACTAL NORTH
Operating System & Version: WINDOWS 10 PRO
GPU Drivers: GEFORCE GAME READY DRIVER - 576.88

Ideas appreciated.

Did you do a clean install of Windows or was this moved from another PC?

Have you tried a different USB port?

Are the AMD Chipset drivers installed?

Have you tried the on board IGPU?

Tried the 5070Ti in another PCIE slot?

Are you using Windows 11 or Windows 10?

There is a new Nvidia driver (577.00) released 4 days ago (22nd of July) , could use DDU to uninstall the current driver and try this version.

Is there anything in event viewer when the PC restarts?

Thanks for all the questions.

Clean install.

Different mouse in a different port, same issue. I can see how programs and system are choppy generally, just easiest to see on mouse movement.

Are the AMD Chipset drivers installed?
I installed all drivers from MSI mobo site.

Have you tried the on board IGPU?
No.

No.

Win 10

Just updated the drivers and had the issue after doing restart right after installation.

I did not know this existed. The conclusion points to GPU: "The computer has rebooted from a bugcheck.", momory.dmp analysis states VIDEO_TDR_FAILURE. I will try a clean install of a new driver again.

Try running windows memory diagnostic test or memtest x86. And try one module at a time and see if it's still unstable. Just thinking could be ram. Try a less aggressive profile in bios.

With the TDR failure, its most likely a faulty GPU. You can try increasing the drive timeout delay via registry, as certain programs like Unreal Engine can make it be a bit buggy sometimes. You can also clock down your GPU by one or two boost bins, or up the voltage a tiny bit, and it'll likely stabilise it if that's the reason why. Likely want to RMA the card though.
It is worth doing a memtext86+ run overnight first though just to confirm its not RAM being dodgy.

Thanks for all the suggestions. So far:
  • Still have the issue on some logons after updating driver to v.577.
  • All CPU cores and RAM show up in device manger
  • When I have the lag, no process stands out as consuming too many resources, temps looks normal.
  • I can play many hours of most demanding games when I log in and there are no lags. Other times, when I have the laggy startup, I can't do anything as the system will restart within minutes.
  • Now had a DPC_WATCHDOG_VIOLATION BSOD, memory.dmp pointing to VIDEO_SCHEDULER_INTERNAL_ERROR 0x119, checksum mismatch C:\ProgramData\Dbg\sym\watchdog.sys\28AF795D18000\watchdog.sys
  • Cannot consistently replicate the issue i.e. appears randomly on some startups but not others.
To do:
  • memtest
  • latencymon

"increasing the drive timeout delay via registry" - how do i do that?

Another thing... My GPU (PNY 5070TI OC) did not come with any sort of support bracket. I have now checked PNY's website and apparently this GPU comes with a support kit. Double checked the box and it's not there. What am I looking for? Could unsupported card be the cause of the lags?

Memtest86 resulted in no errors. intend to do a longer run. should have used the open source, not the passmark one which only has 4 passes limitation in a free version.
I reseated my RAM, GPU, double checked all power cables but did not help. I am seeing people having similar issues caused by SSD... Need to investigate that.

LatencyMon result:
Conclusion: Your system appears to be having trouble handling real-time audio and other tasks. You are likely to experience buffer underruns appearing as drop outs, clicks or pops. One or more DPC routines that belong to a driver running in your system appear to be executing for too long. One problem may be related to power management, disable CPU throttling settings in Control Panel and BIOS setup. Check for BIOS updates.

hints at GPU, but could be many things
start by updating AMD chipset drivers from their site

GPU support bracket is not necessary
check if forcing PCIe 16x slot to PCIe 4.0 in BIOS helps. Maybe 5.0 is unstable

Chipset drivers are up to date.

Interesting finding when messing with PCIe. I am checking this in device manger and nvidia control panel. When I boot and have no lags, device manger shows 'pci current link speed 5' but when I startup and check this, it shows 1.

Meanwhile, nvidia control panel under system info shows bus gen 3 when I have lags, and does not state gen on a good boot.

When I forced gen 4, still had the issue but as above, when lagging occurred, it seems it was not running at gen 4.
