New budget build, any improvements or fine?

Dad wants a new machine for cheap. Nothing special just something quicker than what he is using now (an old athlon xp 3200+ machine :p). All it needs to do is general usage. So internet, email etc and play iplayer hd fine (online one, not the downloads).

So I thought I'd get this lot

Gigabyte GA-MA770T-UD3 MA770 £59.99
OCZ Platinum 4GB £27.95
Athlon II x3 450 £59.99
Bequiet 530w £42.98
Hyper 212+ £19.99 as the stock coolers are too noisy.

£210.90 for the lot

That's all I need as I already have a graphics card for it, case, hdd etc.

So, any improvements to be made, any changes to suggest? Prices have to stay pretty much as they are, so any changes will have to be same price or less. Also board doesn't need usb 3, core unlocking or anything, fancy, just needed a cheap, decent board.

Also, just checking, but that processor is fine for iplayer hd? Online flash version,not the downloaded ones. As I know it's quite taxing (my old x2 3800 couldn't do it). I would have thought any modern processor would be fine, but just want to make sure a athlon ii has the power for it.

think most of the decoding is done on the graphics card, so aslong as its a fairly recent card then cpu speed isnt much of an issue. You could drop cpu further down just to a dual core one, or if you really want to penny pinch a single core Sempron but wouldn't do it myself.

the Hyper 212+ i believe u have 2 remove stock retention bracket on the motherboard which is abit of hassle but nothing major. If you want to save your self the trouble of doing that then Arctic Cooling Freezer 7 Pro rev2 is good choice as uses the stock rentention bracket and fairly quiet and good performer.
 
Graphics card is just going be my old 7800GTX, still works fine and not a gaming rig, so no need to spend more money . You do have to remove the bracket for the 212+, but I have one on my rig and it's was easy enough to install :).
