The extra wattage purely comes from the extra voltage required over the 8350 - they're the same chip after all. You've got the sabre tooth board which is definitely capable, so the only thing is to make sure that you've got a good enough cooler - either high end air or all-in-one water should be fine. What psu are you using?
 
unknown of exact model but its a 650 xigmatek will check when i get home, but i do have the option of a corsair gaming seriers 800 watt psu too
 
650w should definitely be enough. Even with 300W going on the CPU and 300 going on a GPU you're not going to be overloading it. I used to run my 8350 at 5.15Ghz with a 290x overclocked (rig in signature) off a 750W psu without any troubles whatsoever. And currently running a 4790k and 2x 290xs off the same psu...
 
Ok will keep the corsair as spare anyway, what about cooling for the fx9*** should i be going for something like h100 or can you recommend some air cooling?

I have been using a Corsair H80i on my 8350 for over a year and it has worked really they are compact so do help case airflow but if you have space for a bigger liquid cooler then that can only be better than the smaller one I have. There are a few more liquid coolers out now so shop around but I don't think you will be disappointed going with a liquid cooler.
