New Build Beginner Problems

My target is 8 months to build a fairly decent Gaming rig.
So far I have a View 71 case , Max X Hero and Corsair Hx750i. Slowly getting there plus a few ML fans.

I want to check my build as I progress and so far I have hit the 1st major hurdle.
My Corsair Hx750i Powers up my mobo but I dont get it to run any fans. It has a test button on the back and that doesn't seem to work. No fans fire up.

Can anyone advise please.
 
I understand that the psu fan will only run when needed .I slotted one 140mm fan in to one of the mobo fan headers to test they were working , but they didn't.
 
What it boils down too, is I have 1.....140mm rgb (Exhaust) fan and 3 ....120mm ( Radiator) fans to install and cable manage but I cant get them to spin. I need to make sure they are working before I cable manage. Seems strange Theat the corsaor test button doesn't spin the fan neither. May be I messed up somewhere. But where?
 
I have tried all the headers. My system so far only consists of Asus Hero X , TT71 Case and Hx750i plus a couple of rads. I bought the Psu primarily to see if the rgb fans are working.

It a way I hope your wrong as this with be my 1st water loop and I need it to go butter smooth. Having the psu on without gpu,cpu,ram it all fires up but no fans will spin.
