New build boot fails on pci device listing

hey guys, friend is building a new pc today but with everything installed he keeps getting this error. he's removed all non essential devices bar the gfx card ram processor and keeps getting the error. all he's tried changing to rectify it is changing boot device priority in bios.

any ideas at all?

is the error during post, or after post and running windows?
