New build can boot but not restart

Last night I was building a new gaming rig for my mate, its nearly the exact same hardware as I built for another friend recently and like last time the pc boots fine, ive got to BIOS, boot from usb, installed windows 8, running grand except this time I've noticed when I restart in any way wether its F10 save and restart from the BIOS or restart from windows the computer will not restart correctly.

It restarts and the fans come back on (case and cpu) but there is no life other than that, the screen never gets populated with anything and the monitor stays in standby as there is no picture to display. To fix this I have to hold the button till completely off and start it again and it will boot up completely fine. This happens absolutely every time I send any form of restart command via any means.

It is not the ram (unless both sticks are faulty), i doubt its the PSU not having enough power to get it back on as I don't even have the external graphics installed yet, there is no USB drives or anything in the back that might trip it up.

Anyone got any ideas I'm stumped :confused:
 
So if you boot from off it works ok.
But if you boot from on (restart) it doesn't?

That is correct :)

Spec is:

Run us through all that happens on the screen as you reboot.
Does anything display on the screen? Is the screen in standby or actually receiving a signal? Are you using a graphics card? I do not see one mentioned.

When I build its always with an Intel with integrated graphics so I start with basic build, 1 stick of ram and no gfx card, 1 HDD etc and see if that runs so I can easier pin point errors of what parts cause issue if any so at that time the GTX760 was not installed but that shouldn't have effected something like this because as I said it would boot and work just fine - even got windows going but it just didn't like being told to restart rather than off/on.

But anyway I ended up just updating the BIOS and this seems to have fixed it. I'm still very curious why it didn't work correctly at stock but ah well if its fixed its fixed, seems to be no other issue :)
 
Sounded like the BIOS to me... I had a similar issue when building my rig where I installed everything except my 780 and installed W8, everything was fine. Then when I put the graphics card in it started playing silly buggars and kept blue-screening and not wanting to restart or boot properly.

Flashed my BIOS with the latest version and haven't had any issues since!
