new build causing fps problems - i5 4690k

hey guys, ive only just updated my old amd phenom II x4 955 BE.

My new updated system is:

i5 4690k 3.5ghz
ASUS Z97-A motherboard
asus gtx 670 directcuii 2gig (from old system)
Samsung 840 evo ssd 120gig (os and world of warcraft installed)
corsair rm 650
corsair vengeance 8gig 1600mhz ram (from old system)
corsair h100i cpu cooler
Windows 7 ultimate 64bit

The problem is, I mainly play World of Warcraft and my fps is spiking everywhere from 50-30(and never a stable 60 with v-sync, which i am surprised, shouldn't it be much better than my old CPU performance?).

My old Phenom x4 played at 60 fps with no spikes what so ever. The graphics are all stuttering and not smooth at all, that's with v-sync enabled.

Ive updated all drivers for my graphics card and even the bios.

I'm new to the UEFI bios, will there be anything throttling my cpu performance?, i did a test on Intel Proccesor Diagnostic. Everything passed, under the CPU frequency test it gave me a message

"CPU Frequency Test Passed with Warning!!!

The processor frequency could be affected by power management features. In order
to ensure the processor frequency is not affected by a power management setting,
enter BIOS, load defaults, and disable any 'Over-Clocking' or power
management features that may affect processor frequency. Also, set any
software applications which control power management features to default.

I have enabled high performance in "power options" and still no change, i did play around with the Asus Suite 3, 5 way optimization auto over clock, this made no difference. My bios is set to optimized defaults.:confused::(

This is really frustrating me.
All help is much appreciated guys.
 
yes i did on the ssd, everything else is really fast and my CPU temp is 22c idle, the ssd is super fast, just as it should be.

actually, i installed the drives from the cd with the motherboard. i only updated the bios from the asus website. Ive not played any other games yet.
 
hmm, i installed the chipset update from website, it was really smooth 60fps no stuttering and now its gone back to fps drops

i never use to play in window mode, i was just testing to see what it was like the difference in performance.

I dropped the settings to lowest and it doesnt spike really, fps is 60 constant.
geforce experience and nvidia drivers are all up to date. ive even uninstalled and installed again.
