New build cpu and gpu help!

Hi so I’m starting to get my act together on a new build it’s going to be a work/gaming rig. Work wise I will be creating car concept art, photo/video editing etc and game wise I play everything really. I’m going to be doing this on a 32 inch 4K monitor, I’m not fussed about amd/intel/nvidia just what will be the best overall package. Budget wise I am trying to keep cost down so even if an older threadripper (1950x) is good I’m ok with buying used. Cheers peeps

ram - for ryzen 3000 and intel z390 then fastest ram does help! going x299 boards from either then it doesn't , more ram helps
