New build - CPU fans spin up at boot then stop as CPU heats up!

Hello,

I am in the process of building a new rig with

i7 930 w/ Venonous X & 2 Akasa Apaches in push/pull
GA-EX58A-UD3R
6GB Patriot RAM
Corsair 750W


I have started with the bare basics to see if the system boots, and it does, but the CPU fans spin up slowly when I start the PC, then stop completely. In the BIOS, the CPU temp read 30 and slowly climbed up to about 39 over a few minutes, then I switched the PC off. Both fans have been plugged into the 4 pin sockets.

My question is - is this normal? Will the fans only start spinning at a higher temperature? If not, what can I do to remedy the situation. Let me know soon! Thanks
 
Thanks for the information. I disabled the BIOS CPU-fan smart control and one of the fans fires up fine. The other one is connected to SYSFAN2 (ie a system fan plug) and doesnt move at all. I will install Windows, etc and see how things turn out.

The MCH temperature got up to 45 degrees in the BIOS - isnt that a bit hot?
 
Cheers guys the only other question I have - my Venomous X cooler doesnt feel entirely solid - I can "rotate" it very slightly - its not rock solid on the CPU despite having mounted it very carefully (and used the additional pressure screw to 70lbs of pressure!) - is this normal?
