NEW BUILD HELP PLEASE, mysteries upon first boot

Hello, just finished a new build with the following specs:

Upon starting the system for the first time but before installing the OS, the CPU temp is being shown as 90 degrees celcius in the BIOS and all system fans except the CPU fan are running at about 250-300 rpm only (they are 3 pin non-pwm fans, they are the stock Bitfenix fans).
So I need troubleshooting/diagnostic help. Haven't yet updated bios or attempted to install OS because I'm worried about cooking the CPU. What do you reckon? Could the temp be a false reading? incorrectly seated components? Lack of voltage to the fans?
The system was only on for about a minute before the 90 degrees was shown (and it never showed a lower temp). Exhaust air from the radiator was cool to the "touch".

Any help is really appreciated, can provide more info as necessary.
 
check the cpu cooler is seated correctly

also feel the head part that mounts on cpu for any vibration see if pump is actually working

can also test with stock intel cooler,you could have a doa watercooler
 
I have seen this before, some Bios' have issues reporting the temps while the system is idle.

As advised above check with the stock cooler, if that shows an improvement in temps then it would well be a DOA cooler that's causing the issues.

There are thermal protection measures in place on the mobo so if its too hot for too long it will power down so that it doesn't cause any damage.

If the stock cooler doesn't solve the issue, I would try a bios update, failing that attempt to install windows, it may fail due to a heat issue, if it installs correctly, check the temps using Coretemp or another monitoring program and see if the temps are then lower.

Thanks so much for your replies.
I am going to try updating bios (currently F2.... F5 available) and then re-seating the pump block.

I'm still confused about fan speeds as the system fans are only running at about 250 rpm. I checked the bitfenix stock fans in another machine and they run at a healthy ~700rpm upon start up, so the fans themselves can't be the problem. I also checked a 1000rpm fan (Fracal Design) in the new system which only got it up to ~450rpm..... so for whatever reason the new system is running fans at slightly less than half rpm.

The BIOS is showing correct voltages for 3.3, 5 and 12V outputs. The H60 fan plugged into the CPU_Fan on mobo is running at 2000rpm so no problems there..... just the sys_fans?

Re the corsair water cooler I don't think the H60 is DOA because it is registering an rpm in the BIOS under sys_fan_2 of arox 650rpm but I will try re-pasting and fitting it.

Hi,

I know you said the fans are None PWM but it might be worth disabling the fan speed control on the board, it could still be limiting the voltage to the fans.
