New build, Intel or AMD?

Time to replace motherboard, cpu, graphics card and ram......

Current setup: Abit KN9 Ultra
AMD 64 X2 5200+ 2.6GHz(2.8GHz)
Nvidia 8600GT 256Mb
GeIL 2 GB PC2 6400 kit
-----------------------------------------
Thinking of at least a 3GHz cpu(not quad)
Motherboard(affordable but decent)
Graphics card(9600GT(do not play games))
2 or 4 GB of ram
---------------------------------------------
Suggestions...............

What do you use your PC for?
If not playing games would the 8600GT not be enough?

If PC won't be used for gaming there aren't any excuses for not getting passively cooled low end card!
(one failing part less and lot less excessive power consumption/heat production)
