New Build Issue Please Help!

I just finished my build

XFX550w Pro
FX-6350 @ 3.90GHz
ASRock 970 Extreme4
Teamgroup Elite 4GB @ 1600MHz
NZXT Lexa S
MSI 6870HD OC edition

I have just finished installing Win 7 64bit + updates and all drivers for PC. I have fiddled with the bios settings to what i think is correct.

The problem is when I boot in to windows 7 it is very quick without an SSD until after the Windows logo then it goes to a black screen with a mouse cursor then about 10-15 seconds later windows loads. Once in windows things start to go down hill. When i click the start button it takes a while for it to open then when i click All programs it takes about 30 seconds before it catches up. then the system catches its self up and all is good for a while then when moving the mouse or opening programs it seems to stutter for a 2-10 seconds then the program opens.

I am at a lose end, I have reinstalled Win 7 2 times now and don't really want to again unless absolutely necessary. Please Help
 
@mickyflinn: I dont have an SSD at the moment, But my Boot mode is set to AHCI.

@olivier renault: My motherboard has been updated to the latest 2.30 version. I did however change ports and checked cables. Could it be my ODD does that need to be in a set port to the HDD?

shouldn't need to. Try various bench tests, like BootRacer, crystaldiskinfo, crystaldiskmark, HD tune, ATTO...
 
I did a complete reinstall of Win 7 and it still does the same with no updates applied. Whats the best way to test if i have iffy ram? Also how do i check whats being loaded at the start that is causing the delay?
