New Build Making Revving Sound?

Hi guys I recently put a new build together, I will put the specs below. Basically when I got the build up and running the Wraith Prism cooler was making loud noises. I then saw a tutorial on youtube which said to turn "Minimum processor state from 100% to 20%" & "Maximum processor state from 100% to 99%"

I'm not sure if this is contributing to the problem but since then my PC has gotten very quite however I think the cooler makings loud revving noises, like it's powering up but literally like when you rev a car in short bursts. It'll happen even just on desktop, my temps etc same fine in game and idle.

SPECS;

3700X
2070s
16GB Corsair Vengence RGB
B450 Tomahawk MAX
M.2 Western Digital 1TB
Two fans one in the front and one in the back
 
The cooler is revving up and down because the CPU is boosting, as the previous reply states you need to set a fan curve if it's annoying, you'll need to read into it

You could also try a bigger quieter cooler to mask the sound but it will still be doing it and you might still hear it

Make sure your using the right windows power plan for Ryzen 3000 series too, should say which on amds download section, it should come with the chipset drivers

A bios update might be worthwhile too
 
I have no clue what that means, is there anything I can search in google to learn more about it?

Search how to set a custom fan curve for cpu cooler~not gpu
There will be a section in the bios to do it
Or the motherboard manufacturer will have software to do it
MSI dragon center software possibly?
