New build no post/blank screen issue

Hi there, have just up upgraded my PC with some new parts but have been having some issues regarding getting it to boot!

All the parts listed below were bought new from here and were only delivered yesterday.

AMD Ryzen 7 Eight Core 2700X 4.35GHz (Socket AM4) Processor - Retail
Asus ROG Strix X470-F Gaming AMD X470 (Socket AM4) DDR4 ATX Motherboard
Fractal Design Celsius S36 360mm All in One Water Cooler
Cougar GX V3 1050W 80 Plus Gold Modular Power Supply
PowerColor Radeon RX VEGA 64 Red Devil 8GB HBM2 PCI-Express Graphics Card
G.Skill Trident Z RGB 16GB (2x8GB) DDR4 PC4-25600C14 3200MHz Dual Channel Kit (F4-3200C14D-16GTZR)

Had a case, M2.2 HDD and a couple of 3.5" Hdd's from other PC.

Had no issues installing everything , have built many systems over the years but system would not boot into BIOS all lights and fans come on just had a blank screen.

After a few hours the system sprung into life and i was able to get to BIOS. I updated BIOS firmware to latest, and after rebooting it goes to blank screen again.

Then after a few more hours I was able to get it to boot and was able to install Windows on it. And was fine for about 4-5 restarts, then nothing again.

The Motherboard shows the WHITE status LED which the manual says means a GPU issue.

The thing is once I installed all drivers etc and started running benchmarks etc the system is totally stable.

I have overclocked the CPU and RAM and have had no issues running Prime95, 3dmark, encoding videos in handbrake and gaming, no freezing stuttering or random crashes at all and I am getting benchmark scores/FPS that I should be getting and monitor works fine on XBOX,only when I have to reboot or turn off PC that's when I have issues.

I am writing this on it after 3 hours of gaming and no issues.

It take around 20 starts to finally boot, but once it does its seems SOLID!

After many ,many hours of removing cables, re-seating GPU/ CPU /Ram, trying one stick at a time,clearing CMOS taking out battery Im stumped.

Have tried GPU in other socket also

I was thinking towards the Power Supply being the issue(dont know why had good reviews but is a cheap 1000w power supply and it clicks when booting)

Will get onto Overclockers in morning unless someone has an idea?
