New build no power issue

Hi there, I recently bought parts to build a new pc to upgrade an old computer that wouldn't start up properly due to an unknown faultly part, but thought I'd isolated it to a motherboard issue (about 10 years old, upon turning on the fans and lights would come on full speed for a second then turn off, and when the pc did turn on the power would cut suddenly after a couple of hours) so used the old PSU/GPU/Hard drive in the new build. But the new build is showing no signs of life.

Problem:
Nothing turning on. No motherboard lights, no fan movement, nothing.

Troubleshooting so far:
- Checked all cables are plugged into the motherboard correctly several times.
- Checked switches for power are all turned on.
- Checked PSU by connecting green/black points, and the PSU did turn on.
- Checked front panel connectors by shorting the "power on" connectors with a screwdriver. Didn't work, however on a couple of touches the fans had a small amount of movement.
- Yes the motherboard is on risers.

Old parts:
PSU: Corsair CX750M 75-002019 (modular cables)
Graphics: EVGA GeForce GTX 970
1TB WD Red NAS Hard Drive WD10EFRX

New parts:
CPU: Ryzen 7 3700X with Wraith Prism cooler
MB: MSI MAG B550M Mortar WiFi
RAM: Corsair Vengeance 32GB (2x16GB) DDR4 3000MHz
Case: Kolink Observatory Lite Mesh ARGB Midi Tower*

Could the old parts be causing this fault, are the parts incompatible, or have I overlooked something?

Edit to add:
*The fan connector unit I received isn't the same one as in the instruction manual. It has a sata power connector which is attached to the PSU on the same sata cable as my harddrive (multiple ends), and it attached to the motherboard on the JRAINBOW1 point and I/0 Reset point. All fans except the CPU fan are attached via this fan connector unit.

from the sounds of it the psu looks to be dead, even i the pc isnt turned on but plugged in there should be lights on the motherboard in indicate power is ready, i'd look at a good quality gold+ rated psu and try again, even if just the mobo is connected to the psu it should cycle on with a post error with no gpu or hdd conected but because you've said there is nothing it all points to the psu being bad
