New build Noise

So got a new build today

Here is the specs for content

GEFORCE RTX 4070 12GB (Asus TUF)
INTEL CORE I7 14700KF
ASUS PRIME Z790-A WIFI
KINGSTON FURY RENEGADE 32GB
CORSAIR H100X RGB ELITE 240MM AIO LIQUID CPU COOLER
CRUCIAL P5 PLUS M.2-2280 2TB X 2
POWER SUPPLYCORSAIR RME SERIES 1000W

Its making a strange noise I think its coil whine but the company I got it from say its a general sound all electronics make...
Last 10 seconds is what it does most the time.

Also this PSU seems to randomly just ram up the fan not even under load and is loud...this is the second ive had the build look at the first one was the PSU issue.
 
Try undervolting the GPU as this can reduce coil whine if coming from that component.

My Z790 board will also ramp fans up momentarily as well but on checking the monitoring it is also ramping the cores up doing some background tasks.

What is the pc doing while it's making that noise?
It's hard to tell without any other sound for reference, but if that general fan noise is around 30db. I Then if it's at idle, I'd send it back, it's excessive for no load, if it's on an uncapped fps old game or menu, I'd cap your fps.

If however the noise level is like 10 or 15db and the mic is right up against the psu vent in order to hear it, might be harder to justify a replacement. Corsair are generally good though, so go direct to them if the SI give you hassle, and learn not to buy from that SI again.

Is the psu/fan in eco/silent mode hence the "random" ramping up been when it's not under load?

Get a kitchen roll tube and put it to your ear, listen through it pointing it at different bits of the pc to identify where exactly the noise is coming from.
