New build, poor performance. Help, Suggestions please

My old 3930k build died the other week taking the mobo with it and my 6970's were getting on so I decided to build a new all singing, all dancing PC.

4960x (currently run in Turbo mode, 4ghz, no OC yet)
Rampage IV Black
32gb 2400hz HyperX Beast (currently run at 2133hz)
2 Gigabyte Titan Black's in SLI
Corsair 1200i PSU
Corsair H100i CPU cooling
A pair of 256gb C300 SSD's for OS and games

The whole thing seems sluggish, opening too many explorer windows or browser tabs, copying files, loading games. It feels slow.

Playing games I get FPS dips.

I've got a 2560x1600 monitor and I'd expect a single Titan to crush DOTA2 but a single titan is getting 40fps, SLI'd I get 60 with occasional stutters and drops.

I could do with some ideas on how to find what's slowing down my system. Any help greatly appreciated :)
 
Drivers are all up to date and it's a totally fresh install of windows, connected a second monitor to run CPU-Z, noted the core clock is constantly moving up and down, like Speedstep or C-State is being overly aggressive, even in-game. Going to try disable them and see if it fixes the problem.
 
Rather hard to find anything for a distance :) If I were you, I'd set up 16GB RAMDIsk and put minimalistic - like 1-2GB - swap file, and all four Windows' TMP directories there.
Try to see all components separately - how it works and if it's properly configures. Starting from BIOS (revision, options), RAM, drives, system drivers, conflicts etc. Try to run "LatencyMon" software which tells you which causes such spikes.
