New Build prebuilt PC not booting up - another please 'please help' thread! :)

I've been out of touch with PCs for quite a long time now.

Exact specification:

CORSAIR 850W PSU
AMD RYZEN 5 7600X
ASUS PRIME B650M-A WiFi
Noctua NH-D15 Chromax.Black
Palit 4070 Ti 12GB GAMING X TRIO
16GB DDR5 4800Mhz
1TB WD Black SN770 M.2 NVMe

I received my new build AM5 PC and it's just completely refusing to give a signal at all on any of the three monitors I have tried (tried DP + HDMI). Even more bizarrely, I can't actually turn the pc off with the power button at all, even if I hold the power button down for 4-5 seconds, or even 2 minutes for that matter. The only way to force the PC off is by setting the PSU to 0 at the back, which isn't ideal. No signal, no beeps, nothing to indicate there's an issue, but just never a signal on screen. Both of the Noctua NH D15 fans are spin absolutely fine as soon as the PC powers up, as are the fans GPU on the 4070 TI, all case fans are working. Just very weird!

My first thought was maybe the GPU isn't in properly, so I reseated that multiple times. I then tried taking the graphics card out in case that was faulty and booting it up via the iGPU on the 7600x. Then I thought maybe a ram issue, but the company that I bought it from also agreed with this and sent me out some more ram, and it's doing the exact same thing on the new ram stick also, or with both in. I've tried pulling out the CMOS battery multiple times too just in case.

I'm really stumped and I'd appreciate any help or suggestions that anyone could think of! :D what else could it be? The company maybe not flashed the bios to allow the CPU to work? Damaged in transit?

If it doesn't respond to the power button then I'd assume the motherboard is having problems, but seems like it just needs to go back at this point.

Thanks for the reply. Yeah, I'm thinking this now too. I'll get in touch with them tomorrow and start the process off.

Moral of the story is don't try and skimp and just buy from OCUK! It may even work! :D
