New build problem help please

Suggestions please on best way to track this fault down on a new build, with Opteron on ASRock dual SATA motherboard in Antec Sonata case with 450W PSU.

Fault No.1 system does not switch off in usual way when holding in the power switch - I have to turn off the PSU.
I could live with that, but read on.....

Fault No.2 no video output at all - tried a PCI-E card and an AGP card (this motherboard can take either)

Pretty blue LEDs light up, all fans spin merrily, DVD tray ejects on demand, so we have at least some power present :)

No funny beeps.

Best way to proceed from here?

No, nothing visible on monitor at all. As well as trying two cards, I have also tried both DVI and VGA connections. Monitor works fine elsewhere.

Yes, both power connectors firmly in place.

Try reseating everything, Esspecially the cpu.

as a guess i would blame the motherboard, I have had a lot to do with ASRock motherboards and also had many many faults with them, Try taking the lot out of the case and just having the cpu, memory, graphics and power supply attached.

but as i said i would say the motherboard was faulty.
