New build problems

Last night built this for my girlfriend after her Dell died :-

Intel Core 2 Duo E7300 LGA775 'Wolfdale' 2.66GHz (1066FSB) - Retail
Asus P5K SE-EPU Intel P35 (Socket 775) PCI-Express DDR2 Motherboard
Corsair VX 450W ATX PSU (CMPSU-450VXUK)
Akasa AK-ZEN-01-WH Rev.4 Zen White Case - No PSU
OCZ 2GB (2x1GB) PC2-6400C4 Dual Channel Platinum Revision 2 XTC Series DDR2 (OCZ2P800R22GK)
Sony NEC Optiarc AD-7201S 20x DVD±RW SATA Dual Layer Lightscribe ReWriter (Silver) - OEM
Arctic Cooling Freezer 7 Pro CPU Cooler (Socket LGA775)
Arctic Silver 5 Thermal Compound (3.5g)

+ I salvaged the WD 250GB HDD and 7600GT graphics card from the old Dell.

After building it I've not had a lot of time to play with it and find the problem so thought I'd ask around for any ideas for things I might have cocked up on. :)

When I plug it in the mains and switch it on the power comes on and the fans start etc, harddrive started whirring etc and after couple seconds just stops and starts the same again untill I turn it off, no posting beep or anything.

Anything obvious I might have missed? :P
 
I'll start with the obvious I suppose, have you gone in to the BIOS and set the RAM voltage to what is specified on the RAMs label? Also set the timings to what is suggested ont he label as well whilst you in there, this solves a lot of probs.

I can barely get that far, I got into the BIOS one time only and everything seems to be ok. I'm totally baffled and can't figure out why this piece of poo won't just start!!!!

I've cleared CMOS took battery out/replaced etc and 90% the fans just whirr for couple seconds and no HDD activity whatsoever.

Can it be the PSU? Surely not as a PSU either works or doesn't?

The Mobo box states it can take a 45nm CPU as I'm using, is this a problem though?

I need help as this is driving me nuts. :/
