New build problems

Hi folks,
Built my new system today, Biostar TP45 HP motherboard, Gigabyte HD4770 graphics card, 4GB of OCZ Gold Edition DDR2 PC2-8500 RAM (TWO), OCZ 600W PSU (TWO). Installed Windows 7 RC 64 bit for the operating system. My issues are:-

CPUZ shows the CPU to be running at 1.6Ghz:-

I've tried going into the BIOS and disabling Intel Speedstep by setting the O.N.E setting to manual overclock and then setting the multiplier to 10.5x but then it restarts and won't post, it just sits there with all the fans on full speed and nothing appears on the screen. After doing that a few times it boots up but back at 1.6Ghz again.

Also the graphics card is being shown as a standard VGA card:-



I've tried installing the Catalyst drivers 9.4, the install seems to work i.e. I don't get any errors but I don't have a catalyst control centre and the graphics card still isn't showing properly in device manager.

Any advice please folks as I'm tearing my hair out here (and I ain't got much to start with!)

Gotta admit, I'm a bit baffled right now, not sure if I've got a hardware problem or not...
 
CPU-Z just reports the memory's SPD settings. It not telling you what the voltage actually is, just what it's supposed to be. Ignore it and use the settings printed on the sticks or from the manufacturer's website.
