New build problems

Just built parents a new pc, pretty sure ive connected everything properly, tried different configurations of the power led+/- and power switch the only one that works is the power light, gloes green on the board so there is some life, power button/reset does nothing no bleeps nothing trys to spin cpu is seated correctly.

Using a E5200 and hyper 450w, and a ASUS P5SD2-VM SiS672 Socket 775

Ok reseated everything now working so im guessing a short, i now have the following error on boot ( no windows installed ) first boot

reboot and select proper boot device or insert boot media in selected boot device and press a key

i have a maxtor hard drive.

done this same error, also getting primary master drive - atapi incompatible now, i only have 1 cd/dvd drive in and one sata drive.
