New build problems

I've just finished building and downloading software and drivers for my new build with the following specs;

Gigabyte Z97X-SLI - Devils Canyon Core i5 4690K Bundle **£14 Saving**

Powercolor Radeon R9 290 PCS+ OC 4096MB GDDR5 PCI-Express Graphics Card

SK Hynix 256GB SSD SH910A SATA 6Gb/s Solid State Drive (HFS256G32MNB-2201A)

TeamGroup Vulcan RED 8GB (2x4GB) DDR3 PC3-17100C11 2133MHz Dual Channel Kit (TLRED38G2133HC11ADC01)

SuperFlower Golden Green HX 550W "80 Plus Gold" Power Supply - Black

Seagate Barracuda 7200RPM 1TB SATA 6Gb/s 64MB Cache - OEM (ST1000DM003) HDD

When trying to load an application or game, the screen blacks out for 5-10 seconds before slowly proceeding to load it. Could this be an issue with the CPU?

Still having issues, when playing games the screen will go black and unresponsive. I'm guessing this means issues with the GPU?
