New build system fails to boot after a Restart

Hi,

I have a new PC for younger family member and having issues where the PC fails to start up from a restart from Windows.

Original Spec - Mobo - Asus TUF GAMING A620M-PLUS WIFI CPU - Ryzen 5 7500F GPU - RTX 4060 8GB RAM - Kingston FURY Beast RGB 16GB 6000MHz DDR5 PSU - MSI MAG A550BN 550W 80+ Cooler - Hyper 212 Halo

So on this original motherboard, the symptoms were it would boot fine from a cold boot but if I restarted from Windows it would fail to complete. Lights would be on but it would never boot. It would sometimes get to BIOS splash screen, but F2/Del would not work and the splash screen would sometimes cycle a second time before freezing. It also failed to boot if you went into BIOS first at start up and tried to continue. Again, cold boot absolutely fine.

So I replaced the RAM on RMA and swapped the motherboard out for a MSI B650M. And I have same behavior, PC boots fine but does not restart from Windows successfully.

On this one, however I got the error of ‘Over Current Have Been Detected On Your USB Device!! System will shut down in 15 seconds’. This is despite unplugging all front headers USB, audio etc and having no USB devices plugged in at the back. Again, cold boot no error. Flashed with latest BIOS and this USB error stopped but still same behaviour, fails to boot after Restart (Lights On, Nothing Loads not even the BIOS splash)

I’ve tried my own 750w Gold PSU, same thing. I’ve tried taking the M2 NVME out and installing Windows on an old SATA SSD, same thing.

So I’m left with the CPU, GPU that haven’t been replaced.

Once the PC boots, it seems completely fine and stays on without issue so thought CPU and GPU were unlikely?

Worth saying it even does this on the Restarts during Windows installation. It gets stuck and you have to power it down by the button and start again for it to continue.

Is AM5 just buggy and poor? Or would it be any of these parts (CPU/GPU)? Surely not a A620 and B650 board both with similar problems?

Please someone help troubleshoot? I’ve built many PCs in the past and had nothing like this but I’m now buying these replacement parts out of my own pocket to try and fix for someone I’m building for..

I guess I'd start with two things.

1. Make sure you have the right USB devices plugged into the right ports, so there's no danger of e.g. a USB 3 device requesting more power than a USB 2 port can provide.
2. Since boot problems are often either cooler mount or RAM related, what model name/number is the RAM you are using and are you enabling XMP/DOCP or EXPO, or not?

Is fast boot and hibernate enabled or disabled?

Have checked all USB, and have even disconnected all front panel from the board, all devices from the rear as I restart and it does the same thing. Even tried taking all fans off the board apart from CPU fan.

I’ve tried 1 x 16GB stick Kingston Fury 6000mhz and 2 x 8GB stick Kingston Fury 5200mhz. Both same behaviour. Haven’t turned on anything XMP/OC related in BIOS, left everything to default.

Tried Fast Boot/Hiberate both enabled and disabled, no difference. Bare in mind, this also happens during Windows installation and even if I go into BIOS first before trying to continuen onto Windows.

Can you give me the exact number, I'm trying to determine if these are intended for AMD or Intel.

Since they're Fury, they must be intended to be run with XMP or EXPO, so I'd recommend enabling it for troubleshooting purposes, since there have been cases (GN mentioned it in one of their videos) that even at stock settings the board didn't supply enough voltage to run them reliably.

Is the graphics card alright in GPU-Z? It is using the full lanes available to it?

Have just gone through and tried A-XMP and EXPO, neither seem to make a difference

Bus Interface shows PCIe x 8 4.0 @ x8 4.0 - Just checked and this is correct for the card (Gen 4 x 8)

Think I can rule out Windows settings as it does it on every BIOS setting change too, straight to black screen after saving and I have to switch off switch on.

No obvious errors in Windows, but I think it shuts down fine from Windows. It’s the post/getting through BIOS after every Restart that seems to be the problem.

Have just tried with only the Power Switch in, same thing.

Manual says A2 first and A2 B2 if you are using two. I’ve tried both.

Same on both HDMI + DP.

How likely would you say CPU is? Just considering ordering another from Amazon but don’t want to waste the money and time to return if it’s very unlikely

First try the motherboard out of the case. It will not hurt to take the CPU out and look for a bent pin or a spot of thermal compound in the socket

Have taken it out of the case and no improvement.

The first restart has actually gone back to the ‘Over Current Have Been Detected On Your USB Device!! System will shut down in 15 seconds’. Only the keyboard and mouse are connected.

Start back up from cold and lockscreen within a few seconds with no problem. I really don’t get it..

You have a GPU you can swap out to make sure it's not that?

Doubt it but worth a try.

It's doing the same thing on both boards so something has carried over or the same mistake has been done.

Do you have diagnostic lights on the board?

Having a scout around the internet looks like it's pretty common issue on gigabyte and msi boards only

Also some people have found that not having the display port in the gou works

This is great, didn’t find that post searching originally. Seems it is very common. My firstboard I also had it with was an ASUS, the new one an MSI. I will try a few of the things listed here!

Tried to roll back BIOS to do the ‘Memory Failure Retry’ setting that worked for some people that has now disappeared from the latest BIOS, but didn’t help me.

Think I’m going to try 1 more AM5 board (ASRock maybe), otherwise just give up on AM5 and RMA everything and put together an AM4 machine instead..!

You should try a board with led diagnostics or error codes to give you an indication of what's going on.

I do have EZ Debug LED on the board. When it gets stuck booting it has ‘DRAM’ lit up, goes off, comes back to DRAM lit up.. It’s clearly memory related or something the board is trying to do with the memory. That seems the experience in the Reddit post abovez

I have tried two different RAM kits. Both the same manufacturer however..

Then I'm wondering if it's the CPU that's the problem ,mite be worth buying a 7600 to try and return it within 14 days.

Trying 2 of the same memory is not a good idea because you can't definitively rule out compatability problems.

Thanks again. Have ordered a 7600, some Corsair Vengeance DDR5 and a different board just incase from Amazon.. Hoping one of those fix it.

Otherwise it’s definitely back to AM4. What a headache AM5 is, never experienced anything like this.

Finally fixed. It was the CPU. The last part I tried. Fitted a new 7600 and it is absolutely fine.

Never seen this type or behaviour before. Not sure if it is faulty or some kind of incompatibility with the 7500F but at least it is fixed!
