New build turns off after 1 second, constant reobooting

I bought the following parts last week

Upon booting it started for 1 second (all the fans started) then switched off. I had a previous OCZ ModXStream Pro 600w Silent SLI Certified Modular Power Supply that I had thought was failing, so I have ordered a new one.

Upon installing the new PSU, I get exactly the same problem. I am installing it without the CD drive, Hard drive or GPU plugged in.

Please help? I'm at the end of my tether here :(
 
Have you plugged the extra power connector into the motherboard near the CPU socket?

Does the 6870 have both 6pin PCI-E connectors in it?

Can you try a clear CMOS?
 
Try running the motherboard external to the case, you might have a short and try with only one memory module in various slots.
 
Place the motherboard on some card or non conductive surface.
Connect all power and peripherals to run the system, you should have enough length to connect the case power switch and cable from the PSU without removing this.
 
I also remember one morning, turning it on to hear whining, and since then this constant rebooting has happened.

I had suspected the whining was caused by the PSU...

As Stulids alluded to, it sounds like mobo has been shorting against the case, if thats what has happened, i.e. it works fine outside the case, ensure you have all standoffs fitted, if you do retry and if problem persists check board for warping

Errr I think thats it xD.
Try with one stick of RAM first, if it turns off after a sec, try another.

Edit: Did you apply thermal paste? What CPU fan are you using?

Ooo your already pulled aprt. ok.

The board needs both power cables.

Use a single RAM stick and HDD.

Just use a screwdriver to short the two pins briefly that the cable from the case goes to called "POWER SW"

The CPU fan is spinning when it turns on?
 
To get the pc to switch on when in the case, you press a button on the front.

All this action does is momentarily "short together" the two pins this cable connects to at the bottom edge of the motherboard.

replicate this action with a screwdriver head or needle nose pliers.

My Mobo is in a box and connected to 24 pin and 8 pin
The CPU and heatsink is in.

Have you plugged in the Heatsinks cable into the CPU Fan Header?

Get a plastic handled screwdriver and press the prongs that are for the Power Switch for around 2 Secs then take it off.
