New build with a budget of £600

Asking on behalf of a friend for some advise here, he's looking to ditch his laptop for a gaming PC whilst having a budget of £600. He play's mainly CSGO which is the main purpose of this build but is also wanting to play various games in the future such as Fallout 4 for example. He has a Keyboard and Mouse but requires a Monitor, OS and Full system.

Just a thought but since he needs a Monitor the AOC 1080p 24" Freesync monitor caught my eye as I imagine at this budget paired with an AMD card could be a good investment.
