New build with gpu and now need monitor

Hi all
I've come from a lappy and was hooking it up to a small 21inch 60htz monitor ...no gaming.

Built a new pc (low budget) with a asrock steel legend arc b580.

Question is i want to upgrade my monitor to a 24 inch but most are 165 or 180 htz.

If the b580 can only get like 60-90 fps in certain games then what is the point of getting a monitor with such high refresh rate.

Would i encounter any screen issues like stutter or tearing.is there settings that will match monitor to fps output.

Sorry it seems such a noob question but for the last 7 years its been a case of just pressing the on button on the xbox

Monitors have multiple modes and will adapt to the input signal you supply. You can put your card to adaptive sync and the monitor will match your card ie gsync or freesync not sure what intel call it. So get the best monitor you can I find I keep monitors much longer than pcs.
 
A high refresh monitor just moves better in Windows. I mean the general use of it. Smooth scrolling, faster mouse etc. When not gaming. But in gaming it works better than a TV, for refresh and higher frames.

I fix my monitor at 120 Hertz. Works great.
