New build won't boot windows or Ubuntu

So i went a bit heath robinson and rigged up a speaker to hear the post tones.

I get one short pulse followed by endless long pulses.

this place says ram issue which is where i was leaning to begin with.

1 short beep DRAM refresh failure.

Beeps repeating endlessly. RAM problem.
Also a bent pin on the cpu can give memory errors but you've checked that, maybe worth another look.
 
So the RAM turned up and i ge thte same problem so took the cpu out and took some pic, not bent pins but the are a couple of pins that look a bit out of place, thre pins look like the are connected together, top right ahnd corner, ten pins from the top and two pins from the right ahand side inwards.

That isn't right.

Return the CPU to the vendor, or setup and RMA with AMD. AMD will collect the part and replace it for you.
 
Yes i just looked here, and can see those pins are not meant to be like that.

I got it from amazon so would it be best to send it back to them or send to AMD??

Probably the former, was the box new and sealed when you received it? AMD will take longer but they will collet it for you, not sure if the retailer will do that. Depends how much of a hurry you are in.

Yes was new and in sealed box. Will give amazon a call and see how long they will take and then see how long AMD will take and make a choice.
The amazon route, i would drop it off at collection point and they have preet good turn around but may take a few days to get refund and do not have £450 spare to get one inbetween, so will most likely have to wait a week or so.
 
Man i do not like Amazon one little bit but i have to say i am impressed buy their service.

Should be with me tomorrow.

Did Amazon ship you another as a replacement for the previous one, or have you just bought another?

The one in the photo you uploaded looked very 'not-right' (as in it looked like several pins were shorted with paste or similar, plus one not centered on the pad)

Hope it all goes smoothly when the new chip arrives!

I filled a return request this afternoon and dropped it into royal mail at about 18.45pm and an hour later amazon gave me a refund and I bought another strait away.

The paste was from me taking the cpu off the first time but it did exactly the same on the second and third fit, there was paste on the edge but not on the bottom of the pins but as you can see the problem was most likely the fused pins. I found a couple of pics of other fused pins and they said it is manufacturing fault/quality control issue, either way the new one should be here tomorrow so will let you know how it goes.
 
So the new CPU turned up(no bent or fused pins) and it has sorted the problem, well kind of, i can still get nothing out of the MSI B550 gaming edge board, LED's do the same thing but the aorus board now works, will load the windows loading screen and will go through the options until the last one and the it says windows can't complete the operation and have to start again, will try a differnt and newly formated drive later.

When i tried ubuntu it sadi disk error so just for fun i pulled a Sata SSD from my old mac pro and hooked it to the SATA bus and bam we have life and an operating system, this is being typed from it now.

Still a few probelms to iron out but at least we have life, I should be able to fix or workaround this.
