New build won't boot.

Hey guys my brothers friend has asked me to look at his new build as it won't boot.
the fans start up for 5 seconds odd then it turns off and on in a loop again.

I have tried;

Removed GPU
Only the 4pin and other main mb cable in
Clear cmos (removed batt)
tried a different PSU.

Anyone else got any ideas before I head for more extreme measures?

Perhaps ensure that the ram modules are pushed in fully - when I built my first pc not long ago, I thought I had pressed the ram in fully, and since im posting this you can guess I was an idiot and hadnt, only 1 side fully clicked in, worth a shot.
 
Like danjama said, start again and double check everything :D Although sounds like RAM or maybe bent CPU pins...
 
Right managed to get round to this finally.

Tried one stick of ram and success I get it to try to boot ( No OS atm)

Both sticks = nothing

tried the other stick of ram on its own. It boots.

Tried 2 sticks of ram from my computer = nothing 1 stick and it boots

Tried the ram from his computer in mine. Boots no issues.

Only thing I can think of is there's something wrong with the ram module on the motherboard as I can't think of anything else?
 
Try going into the BIOS, setting the RAM timings/frequency etc to what is written on the sticks, save and exit, power off, try with both RAM sticks?

What board?
