New build won't boot.

Evening!

I've just built up the spare pc and I had it running yesterday, got windows installed all out of case. This evening I put it into the case, plugged everything in as it should. It powers up but doesn't seem to be supplying enough power to the GFX card to power it. One fan spins but the second doesn't so it won't display anything.

The system is:
Fx-4130
Gigabyte mobo
Corsair 450w psu
AMD Hd7850

I have plugged in the 4pin atx plug on the mobo, PCI-e into the card..

I'm guessing I'm being really blonde here but help? Haha
 
Double check all connections are tight and all components are firmly in place.

Sometime a BIOS reset might help.
 
Very annoying, if you can is it possible to test components in another system when you get more time tomorrow.
 
I tried the gpu and other bits in my computer a minute ago and they all work fine. So i'm guessing it's the PSU. It powers up and seems to be working fine but not supplying enough to the GFX card :( I'm completely lost. I built it again, out of case and it won't work now.

Any ideas?
