New build won't boot

Just built a budget PC using on-board graphics for my Wife's brother with the following spec:

AMD Ryzen 5 3400G VEGA Graphics AM4 CPU
ASUS Prime B450M-A Micro-ATX Motherboard
Vulcan Z T-Force 16GB (2x8GB) DDR4 PC4-21600C18 2666MHZ
Kolink Core Series 500W 80 Plus Certified Power Supply
Kolink Aviator M Micro-ATX Gaming Case - Black

When i plug the power in the NIC lights start blinking, there is an orange glow on the motherboard and the slot where the graphics card should go also glows orange. The power button does nothing though, i've tried reversing the power switch connector on the motherboard but it still doesn't work. I can't find any sort of decent troubleshooting info on the motherboard so am struggling to see if the orange glow is normal or a warning. Any help would be appreciated.
 
Usual things. Remove everything other than the minimum it needs to boot. 1 stick of RAM, 1 HDD, has it got onboard graphics? if so remove the GPU.

No beeps?
 
There are no beeps at all which i'd have thought there would be if there was anything incorrectly installed. I'm using on-board graphics so nothing to remove there.

EDIT

I've just tried with no case fans connected, no HD and only 1 stick of RAM, then the other stick of RAM, nothing. Even with no RAM in it doesn't beep.

Yeah that's the one i was using, its the first bit of section 16. Have 2 connections from PSU to motherboard.
 
Just spotted what i think is a grounding cable from the case, i don't think I've ever used one, what would you connect it to? Would it stop it booting if not connected to anything?
