New build won't boot

Hi, as per title, built a brand new rig for a mate, parts bought here, and it simply won't boot at all.

Ryzen 7900x, Kingston Fury Beast 32 GB DDR5, GB Aorus Elite X670 AM5 mobo, Seasonic Prime GX 850 PSU, EK AIO 280 D-RGB, Phanteks Eclipse P500 case, Crucial P3 Plus nvme ssd, Sapphire RX 6800XT Nitro+.

That's the specs, connected everything besides a single eLoop fan as rear exhaust, didn't boot, so we went trial and error after that.

Jumper trick set front fans LED alight, so figured PSU is fine. Took out and unplugged everything except CPU, cooler and a single ram stick, no go. Tried another stick, no go. Mate's dad checked 24 and both 8pin cables with a voltmeter to rule out faulty cables.
When PSU is off, plugging the 24 pin into mobo the CPU cooler fan LEDs blink once with bright green-ish light, that's about all the signs of life coming from PC.

I have reset the cmos just in case, no go. Tried turning it on both using from panel, and switch on mobo, no signs of life.

What our next steps would be, I guess mobo is DOA?
 
There was no sign of life from pc, cpu cooler didn't spin, no LED on pump, nothing. Think i should ask him to turn it on and leave for like 10 min?

Edit: gpu fans or led didn't come to life either

If no life whatsoever, then I would guess motherboard or PSU, but the gpu and pump leds would be on even without the board being functional, would they not? (Edit: ...actually that would depend where they get their power from) That suggests the PSU is more likely to be at fault to me, or there's a short. Probably a silly question, but the original PSU cables are being used, right (not third party or from another PSU)?

Pic not possible at the moment, but yes, using original Seasonic cables that came in the box. If there's enough time before work tomorrow I'll rebuild system out of the case, if it's still dead, anyways will be easier to check cpu pins with it outside.

Question: after checking the cables with a voltmeter, mate's dad tried checking the psu with it, and couldn't get anything off the sockets in it, yet while doing jumper test the front fan LEDs turned on, is that possible if psu was dead?
 
So, um, update. Took cpu off, pins were perfect, reapplied paste, put everything back together, BOOM works *shrug. Probably wasn't sat right in the socket. Thanks for everyone's input :)
