New Build Won't POST, Keeps Resetting.

Afternoon guys, hoping for a few pointers please.

I have just completed a new budget build for my parents. I have done a few builds over the last couple of years so am no stranger to this.
The build is based on Intel Core i3 4360, Gigabyte GA-H81M-D2V mobo and Crucial XMS3 2x2GB CMX4GX3M2B1600C9 RAM.
No graphics card as using onboard mobo graphics. Other items are 450 Watt Gigabyte PSU, stock DVD player and Seagate Barracuda 1TB HDD.

I fully assembled the build, hooked it up to my monitor and powered up.
Blue power Led came on, CPU fan started, System fan started, PSU fan started. Then, after approx. 10 seconds all went off and restarted again. This pattern repeats until I switch off the PSU.
I never get anything on the screen and there are no beeps from the system speaker.
I thought I had made the mistake of forgetting to connect one of the CPU power leads but they are all in ok.
I gradually stripped down the build removing a component at a time and then retesting, with the same problem occuring each time.
I now have a fully stripped back build of just the power supply, motherboard and CPU and it is still doing the same thing.

I have followed the standard troubleshooting tips and run the PSU standalone with the link between the PSU signal cable and ground. The PSU stays on when I do this and I am also able to drive the DVD player and HDD with just the power connected to them.
It is only when I connect the PSU to the motherboard that it doesn't stay on.
I have removed the CPU and checked for any bent pins on the CPU socket with a magnifying glass and can't find anything.

I can only assume I have a motherboard or CPU issue. Have you got any tips on how I can narrow this down further and home in on a single failed component?
Have you got any other tips for things I should be testing for?

Things to try
reset CMOS on motherboard
Use only one stick of ram at a time and test it in each slot then try the second stick of ram in each slot.

Could be faulty CPU or motherboard and unless you can get a spare to test you may have to RMA it.
 
Thanks Lemin will give that a go. Should the power stay on with no memory installed at all as I have tried it without any sticks in and it still doesn't stay on?
 
Just to close the loop guys, the problem has been identified. So for future reference in case anybody gets the same problem.
Apparently the motherboard Bios was not compatible with the brand new i3 4360 and has to be updated. This is preventing the system from starting.
I am unable to update the Bios myself because I don't have an older processor that I can put in to ensure it boots.
I have therefore had to send the board back for updating.
