New build, wont turn on

Hi,
I have a new build with a couple of issues but the most important is that it wont turn on, at all.
I have an ASRock x570, Ryzen 7 3700x, Corsair Ax1000. As i have the X570 i use the 8-pin ATX from the MB to PSU and the 4-pin ATX as well. I cant figure out why it wont start, no fan movement, no lights, nothing at all.

I took the PSU out and did the paperclip test on pin 3 and 4 on the 24pin and the fan on the PSU did nothing when switched on. Not sure how i should proceed? Is it possible the PSU is dead?
 
When you did the paperclip test was the zero rpm fan setting on or off? If it was on the fan wouldn't have come on and even if it was off it may have a semi passive fan that doesn't come on until a certain temp or load. I couldn't find anything to back this up though most of Corsairs good psu's have this ability.

***Edit*** @pimpmycode you did the paperclip test wrong. It should be between the green and any black wire or if the wires are all black pins 4+5 counting from the left on the top row with the locking tab at the top. See here for reference. It's a good idea to plug a fan onto one of the leads so you can see if it spins (very helpful if the psu fan is hybrid).

Were the 24/8/4 pin (4 pin shouldn't be needed with a 3700x) plugs all the way in? I have had a few motherboards that have been tight and had to really push the 24 pin in to engage the little locking tab. Is the power button connected to the correct header on the motherboard and the wires the right was around? The plugs should have a little triangle to show the positive (+) connector.

@pastymuncher thanks for the reply. Looking at pin 5, you're correct i did do the paperclip test incorrectly. Tried the way you suggested and still no sign of life on the PSU, nothing at all.
I don't have a fan thats on molex so cant test anything directly off it. I did try plug in just the 24 pin and 8 pin for the board using the cables provided with the psu (so no extension cables) and still nothing when i flick the PSU switch. Tried with the zero rpm button on and off but nothing from the PSU.

Overclockers say I can return it for them to test, customer service is top notch so happy about that. Im still wondering though, can a brand new part arrive dead. Also hoping its just the PSU and not something else.

The PSU was dead so OCUK replaced it.

Got the replacement on Friday, went for a HX1000i and noticed what looks like a spot of rust on the new replacement PSU :(
Im assuming the rust will spread and I need to RMA this one too?

Looks like some sort of cosmetic damage, like its been dinted and the top layer damaged.
I think you'll be wanting a brand new working one, which is after all, what you paid for.
 
I wouldn't be happy with that at all and would expect that to be replaced at OCUK's cost. I hope you haven't been paying for postage? OCUK should be collecting faulty components with no cost to you or at least reimbursing your postage charges if you have been paying.
