Around 3 months ago i built my PC

7700K
MSI M5 GAMING Z270
16GB AXEXIR Memory
980Ti Strix

I thought my ISP was playing up getting LAG SPIKES but it appears it's my PC semi freezing like my game is never affected but my PING just spikes to like 10k

Where did you get the drivers for the Killer NIC - from MSI or direct from Killer?

If you got them from MSI try uninstalling them and installing the latest drivers direct from Killer.

Did you experience the problems straight after the PC was built?

i.e. did you ever have problems similar to this, at anytime, on your previous system or is it a totally unique problem associated to this build?

It would appear the problem still persists?

It's soooo strange like my game still runs fine my whole system is fine yet, web pages and games just have a spike.

So for example i'm playing PUBG currently I can be running forward for 10 seconds then all of a sudden ping back because I wasn't actually running due to the spike.

I didn't notice seems to be sporadic to be honest,

If you didn't have the problem before then the Killer NIC is looking to be the strongest culprit. They're notorious i'm afraid.

Just uninstalled and got the drivers direct from Killer haven't had an issue since but it's early days.

It is too early to tell but this has been known to work - unfortunately if it doesn't you would be wise to beg borrow or steal another NIC to try.

If you're positive it's the NIC then yes.

But the only conclusive way to do that would be to try another NIC - as you seemed a little unsure about whether you had the problem before this build?

But if you didn't - then everything so far seems to point towards the Killer NIC.

Do you have another PC / Laptop?

If so you could do a continuous ping and compare I guess? Something like: Ping 8.8.8.8 >> c:\pingtest.txt -t

If one machine is getting spikes the whole time and the other isn't it might narrow it down.

I've done this however the spikes don't affect latency pings which is seriously weird.

Because my connection to the Game servers are all over place and ventrilo is spiking to 5k-20k ping when these things happen,

Is there any specific software, like a traffic manager or something the has been installed along side your NIC drivers? I think asus has one called "game first", and asrock have "xfastlan" or some shizzle. I think Killer also have some such software - I have always found these to be problematic bloatware and if you have anything along those lines installed, get rid.
