I am buying new parts this week for a new build for myself. Since last summer I have been gaming more and streaming also and would like something more powerful than what I have.
My current build is an intel i3 13100, 32gb memory, Nvidia 4060 8gb.
I'd like one of these AMD 9800x3d cpu's and the new 5000 series nvidia gpu's but unless I go prebuild I don't know where I will start. I have set my budget at around £3500 and I want to game at 4k as I have the Alienware AW3225QF oled screen which is natively 4k. Storage isn't an issue as I have 4tb m.2 and 8tb I can recycle from my current build.

So I will need cpu/motherboard/memory/gpu/power-supply/case/cooling.

What can we suggest for a £3500 budget for games/streaming/rendering video/day to day use?

If it was me, I'd just stick a 12700K or 13600K/14600K and a 5070 Ti/5080 (or whatever) in your current build, but if we're going new:

(Can't add a 5080, because they're out of stock)

My basket at OcUK:

Total: £2,290.87 (includes delivery: £11.98)

You can put a 360mm AIO in the roof of the case, if you prefer the aesthetics.
