New case, PSU - no POST...?!

I've just transplanted a system from a 1U rack case to a nice big Antec, with a new OCZ PSU, both purchased from this fine website/MM. However, it would seem that, somewhere between the old case and the new, the system has stopped booting. Here's what happens (all other hardware is unchanged):

I push the power button - all fans spin up, hard drives too; PCI peripherals light up (wlan etc) so power seems to be getting to mobo - however there's no light illuminated on the board itself to tell me this for certain (I can't remember from the old case whether this mobo has a power light or not - it's an ASRock 4Core1333-FullHD and I'm using its dual onboard video output feature). So nothing outputs to my screens. No BIOS info, no signal whatsoever, same for keyboard lights.

I'm not sure what to check here... I've tried clearing the CMOS, even taking the battery out for a while. My next thought was maybe it's shorting, but I assume if it were a short then the system would either refuse to start or would start then turn off....? So my next logical step is to check components....but surely if I can't even get to the BIOS it's gonna be hard to know what's broken, if anything? I can't see the CPU or mobo or anything being damaged between the old case and this one - I literally swapped them out of one into the other.....

Any ideas??
 
Double check all power connectors are installed, including the 4 or 8 pin for cpu power.

Is it possible to test it outside the case with the old psu just in case it is the new psu.

Tried RAM in every feasible configuration
will try the old PSU tonight, I didn't assume the brand new one would be the problem but these things can happen!
 
I bought a new OCZ PSU yesterday and that was failing to post.
could it be a faulty batch ?
 
not being mean but it could be that there is a short somewheres stopping it from posting happened to em once when installign new fans into my machine a while back

No offense taken mate, I've done that before! :) I'm not sure if it's a short, but I've just plugged the PSU into a Thermaltake 'Dr. Power' PSU tester, and everything except -5V is lighting up (not sure what that means - is it supposed to light up?)
 
The plot continues to thicken - I plugged an old PSU into the Dr Power just to check the difference - the -5V lights up, so I can only assume that it's supposed to be lit up.

I powered on my system with the old PSU - I still didn't seem to get anything onscreen, but one thing I did notice was that the 'on' light behind the power button on the front of my case lit up, which did not happen with the original OCZ psu..... weird!!
