It depends entirely on what sort of content you want to put in it. tbh I'd go for a linux/php/mysql option but as for the exact CMS, most are largely the same but they all have little different bits to them.
Well you can start with either Linux or Windows. I guess its down to personal preference, but I would personally go for Linux where servers are concerned.
Next you will need a webserver platform. Apache is the most recognised. This would then be coupled with PHP and MySQL amongst others in order for most CMS systems to work.
After you have this webserver running, you can choose your CMS. I havent used a pre-built CMS before (only built my own very simple one), but I am quite sure that PHP-Nuke is the most common. However I have been told by a friend who works for Zymic.com that PHP-Nuke is not very good in comparison to others.
Have a search and see. There are many CMS's out there.
I ended up using Joomla for a uni society I'm involved with. I ended up using it mainly because it was fairly easy to setup, and looked fairly easy to get to grips with.
