New Computer, need help with spec (Update)

The time has come to get a new computer and I was hoping you guys could help.
Okay, purpose of the build:
An artwork computer. Photoshop, light video editing, general computer stuff.
My current PC is an i5 760, HD 5850.
Basically, I want something that will be better than that, but doesn't have to be for high-end gaming.
I think 16GB of RAM will be useful, and a decently fast graphics card too. I've seen the HD 7770k mentioned as a decent card that works well with photoshop, but I'm never great at knowing all the best options.
As for processor, something speedy with threading is good, the i7-4770k still gets high praise, but I'm wondering if that's too powerful for what I want, or maybe I'm just being needlessly conservative.
I'd also like it to be as quiet as possible. I won't be gaming so massive cooling won't be required.
What I need:
16gb RAM, a fast processor, a "decent" GPU, compatible motherboard, two SSDs (one for booting one for art storage), cooling, PSU, anything else I've forgotten.
What I won't need:
Peripherals, monitor.
Budget: £800-£1000
