I recently build a new computer, and I've noticed that it's not performing as well as it should. I've got a laptop that's faster than this, which is what I was trying to replace (The graphics performance, at least, is a lot better on my new computer). When I start up my computer the computer is often slow, with the mouse freezing for a few seconds while Steam opens, and then again later when Skype opens. My laptop's fine with this and I get no lag during start-up, and that's only got half the cores and just over half the clock speed of my new computer. Also when running multiple tabs or windows it seems a bit slower than my laptop. I'd like to know if there's a way to improve my performance (I've already OC'd the CPU to 4.00GHz) or if I'm missing something or if my expectations are too high! Help is appreciated, thanks!

It's strange, performance I get during gaming is generally pretty good, a lot better than my laptop (The only lag I get on TF2 is during Expert Offline Practise with 31 bots), but everywhere else it seems really slow.
