New computer not performing well

I recently build a new computer, and I've noticed that it's not performing as well as it should. I've got a laptop that's faster than this, which is what I was trying to replace (The graphics performance, at least, is a lot better on my new computer). When I start up my computer the computer is often slow, with the mouse freezing for a few seconds while Steam opens, and then again later when Skype opens. My laptop's fine with this and I get no lag during start-up, and that's only got half the cores and just over half the clock speed of my new computer. Also when running multiple tabs or windows it seems a bit slower than my laptop. I'd like to know if there's a way to improve my performance (I've already OC'd the CPU to 4.00GHz) or if I'm missing something or if my expectations are too high! Help is appreciated, thanks!
 
I would check your Hard drive.

Each hard drive manufacturer will have a diagnostic utility to determine drive failure.

Firstly, identify the manufacturers of your hard drive(s). If this information isn’t available to you in the BIOS or start-up screen then you’ll have to open the case and find out. All drives are labelled with the manufacturer, part number and serial number. You may need this information later if the drive is under warranty.

Visit the manufactures website for diagnostics tools. Most of these tools are executed from a live CD which means they’ll boot straight from the CD. This eliminates the need for booting Windows from the hard drive. Change your BIOS so the first boot disk priority is your optical drive. Insert the CD and boot.

Once the diagnostics tool is running, select the options that will perform a full scan your hard drive and report errors.

Check that first and report back.

Anyways, post up a spec of your new rig and we can began to diagnose the problem :)

Sounds like:
  • corrupt install of W7
  • broken HDD platter
  • general motherboard FSB problem
 
Have you run a Windows Performance Index? Could try that and see if some number stick out.

It's strange, performance I get during gaming is generally pretty good, a lot better than my laptop (The only lag I get on TF2 is during Expert Offline Practise with 31 bots), but everywhere else it seems really slow.

Personally sounds like the RAM to me.

Sounds very similar to when I built my htpc. The RAM i bought should be C7 although the bios auto set it to C9. When i manually set it to C7 I had the problems you described.

I would suggest removing your overclock and return to default settings. It may well be you are pushing the components too far.

Try that, i hope it sorts it. Otherwise post back with more info about the rig. What mobo, CPU,RAM etc also are all parts new or have you reused some components. This will help us help you with the troubleshooting
