New computer Spec

I am not sure if this is the wright place to post but hey u can shout at me and i wnt do it again!

I am looking at building/getting a new desktop computer fro home. I mainly use photogshop and a little bit of Flight Sim X and listening to a little bit of music (Bit genreal!). I was hoping to spend between 650-850 UK Pounds. I have already got god setup of monitors so wouldnt need any of them in the build setup. Below i have set out some requirements.
  • No Monitors needed
  • The graphics card must be able to do dual monitor
  • I only need 1 HDD to run the Operating systems off as i can use previous high speed drives
  • I would run Windows Vista Ultimate - OEM Software i could use
  • MUST have great cooling capabilities as my current computer is RUBBISH at cooling!
  • Good amount of RAM 2GB+
  • All round good spec!
I hope that i am not asking too much. I am not sure on which processor to use as there seem to be so many!!!

All responses and suggestions would be appreciated.

Also a computer that doesnt sound like a jumbo jet at take off would be good (Unlike my current computer!)

Sorry to sound like a total idiot, would it also be possible to add it with a bit more detail as looking on the overclockers website i have not been able to find it easily
 
Ok, so what is the difference between OEM and Retail fro computer components?? i only know about OEM and retail fro software.

OK thanks, i dont think i would bother with retail after your description as manuals just collect dust at the back of a shelf anyway!
