currently running the last model Xigmatek Asgard & a Zalman CNPS9900-MAX

trying to get to 4.5ghz so would a water cooler be a good option?

That case hasn't got great airflow.

It may be worth looking at the Corsair SPEC range and 200R. Also the Zalman Z9 and Z11's. These a budget cases with good airflow.

As for the cooler, you can try your hand at a corsair refurb H80, that should improve temps, but you need to get your case airflow sorted first.

What is your budget & current motherboard?

As for coolers, I would recommend the Corsair H50/80i/100i/105 but you also have Antec 920 which is a good unit also.

What kind of case are you after? ATX?

carbide 200R or Z9 then which of theses will give better airflow & fir the R9 290 my current case needed to remove the HDD cage to fir the GPU in

Stick with the 950 then :) take it it will fit ok on the back exhaust?

Got a spare 120mm fan as well so can chuck that in to increase airflow.

all im going to say is omg in teh few games ive tested massive fps boosts over AMD.

WAr thunder went from max settings 1440p 90 fps on take off to 170fps.

in the sky getting 270 fps average now was about 140 / 150 on the AMD rig

antec 950, once u install it gets the job done , but it is nerve wrecking trying to get it in, i really didn't like the back bracket, i ended up reusing my old back bracket from Antec Kúhler H2O 620 :/ also the screw halls in the heat sink are made out of very weak metal so it's advised not to tighten them too hard. I have had few antec coolers as well as corsair, but 950 was a huge step back imo, poor quality parts.
