Deciding on upgrading my cooling solution
I currently have an Asaka top down cooler which is very good however after something that is similar but better

it has to be a top down cooler for my cpu and board however this is a must, i was unsure on Be Quiet! Dark Rock Pro 3 CPU Cooler - ive heard some good reviews but from the technical info it's not quite clear if this is a top down cooler.

Any recommendations is appreciated.

Also forgot to mention it's an AMD3+ MB

I'm having a problem understanding why you can't answer your main question by just looking at a photo of the Dark Rock Pro. A top down cooler has the fan over the top of the CPU blowing down and is used for low profile cases, the Dark Rock Pro fits neither of these criteria.

I also cant understand why you say that your motherboard and CPU limit you to a low profile cooler when usually this is a restriction brought about by dimensions of the case you are using.

If you are indeed limited to a low profile cooler have you considered an All-In-One water cooler? If you can fit one inside your case (or even mount the radiator externally) it will get past the inherent problem with top down coolers - throwing heated air all round your components.
 
I do not feel i am limited by a water cooling option i have an NZT Phantom plenty of room for that, it's more from my motherboard manufacturer asrock, i have an fx cpu and they have said i need to use a top down cooler to cool the vrm, currently using a top down cooler but wanted a better option but having very little luck finding a good unit.

Ahh OK, sorry I hadn't considered that. Does your case allow you to have a fan blowing down over the motherboard? If you fitted an AIO cooler it would clear up the area around the VRMs and a fan blowing down over them should keep them cool. As mickyflinn says if your VRMs don't have heatsinks then fitting some may also help with keeping their temperatures under control. This would seem the best option to me.
