new cpu cooler

ive just installed a bequiet pure cooler on my i5 3570k, its only been on for a few hours however the idle temps seem a little high, 33 - 38 degrees??

thought it might be cooler than this. I know the weather is rather warm today (22degrees) but was expecting more.

does it take a few days for things to settle down?

with a small amount of cpu usage (20-25%) temps go to 40-45 degrees?

any good programme to increase fan speeds?

well run 5mins on prime test and max was 67degrees, and that's at stock speeds

it was already applied on the cooler, a very thin layer.
