New CPU, Mobo, RAM, GFX + Monitor

Preferably quad core, 4gb ram, 22" screen (syncmaster223 when instock).
I will overclock a bit, i will use it for general use, a bit of gaming and media (HD). Hoping to spend around £500
 
Consider the Asus monitor simply as a placeholder as it is around the right price but this is about the minimum you should be spending if you want quad core, overclockability and 4gb Ram. You could get dual core, an E7200 for instance and overclock for around the budget though.

^ won't get much better value than that. Check your PSU can handle what you're trying to run on it if its a proper old thing.
 
Yeah you're not gonna get much better than semi-pro's spec, unless like he said you get a cheaper dual core which unless you intend on doing a lot of video encoding with programs optimised for quad cores, you probably won't see much of a difference between the two (dual core and quad core, I mean).
