New cycle helmet broken?

Hi all.

I got the helmet today but I cannot get the flex strap part to connect together with

Is it meant to come apart like in the picture ?

The lug on the end of the straps is designed so that the straps don't come out when you hit the limit of adjustment so that isn't right. You may be able to get them back in (without seeing it in front of me I wouldn't like to say either way) but as it is new I'd just return it.
